Compliance Requirements
Ministry for Customs & Revenue (MCR) is the central authority for tax compliance, customs compliance and border control. Ministry of Commerce, Industry & Labour (MCIL) oversees business compliance and labour regulations.
Exporting to Samoa requires meeting customs, biosecurity, and product‑specific regulatory standards set by the MCR and supporting agencies. Exporters must provide complete documentation-including a commercial invoice, packing list, bill of lading or airway bill, and any required certificates of origin or permits. Goods must comply with Samoa's tariff, duty, and 15% VAGST tax rules, and certain products (such as food, plants, animals, pharmaceuticals, and wood packaging) require additional approvals or certificates under Samoa's biosecurity and health regulations. Labels must be in English and include origin, ingredients, and expiry information where applicable. Importers in Samoa must also be registered with MCR to clear goods and pay duties.
